Global Political Economy Analysis of cholera

Despite increasing global attention to the ongoing global cholera pandemic, the leadership, capacity, and sustainable funding to deliver sustainable, long-term cholera prevention and control through Water, Sanitation and Hygiene (WASH) are lacking.

This report by WaterAid, conducted from April to June 2024, employs WaterAid’s Tactical Political Economy Analysis (PEA) tool to provide a comprehensive picture of the current global cholera crises, with a deep understanding of the process of change and the most effective methods for influencing this change. The analysis presents a summary of the issues WaterAid seeks to address through its programming and as active members of the Global Task Force for Cholera Control (GTFCC), the current state of the global cholera situation, the factors driving the ongoing crisis, and implications for unlocking change. The analysis further identifies opportunities to fast-track efforts in addressing cholera prevention and control through WASH.

WaterAid’s multi-country cholera advocacy effort includes this global PEA and Country Programmes’ PEAs in Malawi and Mozambique. In cooperation with the GTFCC and its partners, these PEAs will inform an evidence-based advocacy strategy targeted at national and global decision-makers. This PEA can be used by health and WASH sector players at all levels to support long-term WASH action and investment for sustainably combating cholera.
